The competition is open to Brunei citizens, permanent residents and individuals legally residing in Brunei Darussalam during the competition period. There is no age limit. However, participants below 18 years old must have permission from a parent or legal guardian.
Entries must be submitted by individuals. Team or group entries will not be accepted.
Each participant may submit only one artwork.
Your artwork must:
have a clear connection to Hari Raya;
address at least one approved digital-safety focus area;
communicate a clear and accurate message;
be your own original work;
be suitable for a Sampul Raya design;
remain clear when reduced and printed;
be appropriate for audiences of all ages;
portray children and young people respectfully and safely, if they are included;
respect local culture, values, religion and community standards; and
follow the official template and technical requirements.
The message should be positive, age-appropriate and easy for children and young people to understand.
You are encouraged to include Bruneian artistic or cultural elements where appropriate.
Traditional and manually created digital artwork are accepted.
Traditional methods may include:
pencil or colour pencil;
marker or ink;
watercolour or acrylic paint;
mixed media;
collage; or
hand-drawn illustration.
Digital artwork must be created manually using a drawing tablet, stylus, touchscreen or mouse with standard illustration or design software.
Generative AI is not allowed.

Your initial submission must:
be at least 300 DPI at the required size;
use the official competition template; and
be submitted as a JPG, JPEG, PNG or PDF file.
Your artwork should remain clear when reduced and printed. Avoid placing important details across folds, flaps, glue areas or trim lines shown in the template.
You only need to submit the artwork. You do not need to design the complete Sampul Raya layout.

Competition Overview
The Cyber Security Brunei Sampul Raya 2027 Design Competition (the Competition) invites eligible participants to create one original artwork based on the competition theme “Celebrate Raya Safely Online”. The artwork must connect Hari Raya with at least one of the approved cybersecurity topics in Section 5. Participants may combine two or more topics where this supports a clear and cohesive message.
The Competition is organised by Cyber Security Brunei (the Organiser) to promote cybersecurity awareness through art, support local artistic talent and celebrate authentic human creativity.
Subject to verification and production requirements, the first-place artwork will be featured as part of Cyber Security Brunei's official Hari Raya 2027 packet design. The selected participant is responsible for the submitted artwork, not the complete production layout of the packet. The Organiser may incorporate the artwork into the final layout together with official branding, greetings, text and other design or production elements. The selected packet artwork may later be incorporated into an accompanying Hari Raya card, as described in Section 20.
Each participant may submit only one artwork. The artwork may address one or more of the four approved cybersecurity topics. All artwork must be created entirely by the participant without the use of generative Artificial Intelligence.
Objectives
The Competition aims to promote safe, responsible and kind online behaviour during Hari Raya, showcase local artistic talent and select an original, human-created artwork for Cyber Security Brunei's official Hari Raya 2027 packet. Through the Competition, the Organiser seeks to raise awareness of safer online celebrations, responsible festive sharing, festive-season scams, digital kindness and the protection of children and young people online.
Eligibility
The Competition is open to Brunei citizens, permanent residents and all individuals legally residing in Brunei Darussalam during the competition period. The Organiser may request proof of residency.
Entries must be submitted by individuals. Team or group entries will not be accepted.
Participants below 18 years of age must obtain permission from a parent or legal guardian. The Organiser may request evidence of that permission at any time.
Employees of Cyber Security Brunei, members of the judging panel, anyone directly involved in administering or judging the Competition, and their immediate family members are not eligible to participate.
Number of Entries
Each participant may submit only one artwork that connects Hari Raya with at least one approved cybersecurity topic.
Multiple entries or variations of the same entry will not be accepted. A single artwork may address or combine more than one approved topic, provided that its overall message remains clear and visually cohesive. Where more than one submission is received from the same participant, the Organiser may reject all submissions or consider only the first complete submission received.
Competition Theme and Approved Cybersecurity Topics
The competition theme is “Celebrate Raya Safely Online”.
Each artwork must address at least one of the following approved cybersecurity topics:
Celebrate Hari Raya Safely Online
Encourage children and young people to use digital platforms, accounts and devices safely while exchanging festive greetings, playing, communicating or celebrating online during Hari Raya.
Responsible Festive Sharing
Encourage children and young people to think before sharing Raya photographs, videos, locations, personal information or other festive content, and to ask for permission before sharing content involving others.
Spot Raya Scams and Ask Before You Act
Help children and young people recognise suspicious Raya messages, links, promotions, prizes and requests for personal information, passwords, One-Time Passwords or money. Encourage them to pause and check with a parent, guardian or trusted adult before responding or clicking.
Digital Kindness and Responsible Online Behaviour
Encourage children and young people to be kind, respectful and inclusive when communicating, commenting, playing and sharing online during Hari Raya, and to seek help from a trusted adult if an online interaction makes them uncomfortable or unsafe.
Participants may focus on one topic or combine two or more topics in the same artwork. Combining all four is permitted but not required. Regardless of the approach chosen, the artwork must communicate a clear, accurate and cohesive message and have a recognisable connection to Hari Raya.
The topics may be interpreted creatively. The Hari Raya connection may be expressed through imagery, setting, story or other visual elements and need not rely on text alone. Examples given in this section are illustrative and do not limit participants to a particular visual concept.
As Sampul Raya is commonly given to children, participants should ensure that the selected message is positive, age-appropriate, visually understandable and clearly connected to Hari Raya. The artwork may also promote the role of parents, guardians, families and the wider community in helping children and young people stay safe online.
Artwork Requirements
Each submission must consist of one original artwork that combines at least one approved cybersecurity topic with a recognisable Hari Raya connection.
The artwork must:
communicate a clear and accurate cybersecurity or online safety message;
visibly connect that message to Hari Raya;
be conceived and created entirely by the participant;
be suitable for incorporation into a Hari Raya packet design;
remain visually effective when reduced and printed;
be visually appealing and understandable to the general public;
be appropriate for audiences of all ages;
portray children and young people respectfully and safely, where they are included;
respect local culture, values, religion and community standards;
be suitable for publication on social media and in printed materials; and
comply with the technical specifications stated in these Terms and Conditions or otherwise issued by the Organiser.
Text may be included but is not compulsory. Any text used must be legible, accurate and appropriate.
Participants should avoid overcrowding and should allow sufficient space for the Organiser to add official branding, greetings, cybersecurity messaging or other production information.
Local Artistic and Cultural Elements
The artwork must have a recognisable connection to Hari Raya. Participants are encouraged, but not required, to incorporate additional Bruneian artistic or cultural elements. These may include:
local patterns, motifs, textiles or decorative elements;
local flowers, plants or animals;
Brunei landmarks;
kampong, family or community scenes;
cultural symbols or visual references;
everyday local life;
festive elements associated with Hari Raya; or
artistic styles inspired by local identity.
Local and cultural elements must be used respectfully and should support the artwork's digital-safety message.
National emblems, official government symbols, company logos and other protected marks must not be used without written permission from the relevant rights holder.
Permitted Art Methods
Traditional and manually created digital artwork are permitted.
Permitted traditional methods include pencil, colour pencil, marker, ink, watercolour, acrylic paint, mixed media, collage, hand-drawn illustration and painting.
Digital artwork is permitted only when manually created by the participant using tools such as a drawing tablet, stylus, touchscreen or mouse together with standard illustration or design software.
Participants who submit digital artwork must be able to demonstrate that it was manually created. They should retain editable files, layers, sketches, drafts and drawing history where available.
Prohibition of AI-Generated or AI-Assisted Artwork
Generative Artificial Intelligence is strictly prohibited in the creation of Competition entries.
Participants must not use AI to generate, plan, complete, replace or significantly alter any visual element or composition. Prohibited uses include, but are not limited to:
text-to-image or image-to-image generation;
AI-generated concepts or compositions that are later traced, edited, redrawn or manually reproduced;
generative fill, generative expand or AI object replacement;
AI-generated backgrounds, characters, objects, patterns or decorative elements;
AI-assisted illustration or design generators; and
combining manually created artwork with any AI-generated visual material.
Examples of prohibited tools include ChatGPT image generation, DALL-E, Midjourney, Stable Diffusion, Adobe Firefly, Canva AI image tools and similar generative services.
Basic non-generative adjustments are permitted solely to prepare an original artwork for submission. These include cropping, resizing, straightening, brightness or contrast adjustment, minor colour correction and removal of the unwanted background surrounding a scan or photograph. Such adjustments must not create, add, replace or substantially alter any visual element.
The use of automated spell-checking for submission text and ordinary non-generative functions within art software is permitted, provided those functions do not generate or materially alter the artwork.
Any entry suspected of containing AI-generated or AI-assisted visual content may be rejected or disqualified.
Originality and Verification
Participants must keep the original artwork and reasonable evidence of their creative process until the verification, judging, voting, winner-announcement and production processes have been completed.
For physical artwork, participants should retain:
the original artwork;
preliminary sketches and drafts;
colour studies; and
the original paper, board, canvas or other materials used.
For digital artwork, participants should retain:
the original editable and layered source files;
preliminary sketches and draft versions;
drawing history, where available; and
progress exports or screen recordings, where available.
Participants are encouraged to take photographs or short videos while creating their artwork.
Shortlisted participants may be required to provide any of the following:
the original physical artwork;
sketches, drafts or colour studies;
progress photographs or videos;
original digital source files and layers;
a time-lapse or screen recording, where available;
a written or verbal explanation of the creative process; or
participation in a live verification session or interview.
Failure to provide reasonable proof of originality when requested may result in disqualification.
Packet Design Specifications
The artwork must be created with application to a Hari Raya packet in mind. Participants are not required to design the complete packet layout.
Participants may choose either of the following artwork orientations and sizes:
Portrait: 162 mm high × 82 mm wide
Landscape: 162 mm wide × 82 mm high
These measurements are the required artwork sizes.
Artwork should:
work effectively within the required packet format;
avoid overcrowding and very fine details that may be lost in print;
remain clear when reproduced at the final size;
allow room for required branding and text; and
avoid placing essential elements in areas that may be cut, folded, sealed or obscured.
The preferred production colour mode is CMYK. RGB files may be accepted for initial judging but may be converted for print.
Initial submissions should be at least 300 DPI at the required artwork size. Shortlisted participants may be required to provide a print-ready file at 600 DPI or in an appropriate editable or scalable format.
Submission File Requirements
Physical artwork may be submitted as a high-quality scan or photograph. The file must:
show the complete artwork;
be clear, properly aligned and in focus;
be free from shadows, glare, visible hands and distracting backgrounds;
represent the original colours as accurately as possible; and
show all important details clearly.
Accepted initial submission formats are JPG, JPEG, PNG and PDF.
The recommended file-naming format is:
ParticipantName_SelectedTopic_PacketDesign

4.The Organiser may request a different format, higher-resolution file or editable source file from shortlisted participants.
Submission Method
Entries must be submitted through the official online submission form provided by the Organiser by the stated deadline.
The submission form will require:
participant's full name;
age;
school, institution or organisation, if applicable;
contact number;
email address;
title of the artwork;
selected cybersecurity theme;
a description of the artwork, including how it connects the selected cybersecurity theme with Hari Raya, not exceeding 150 words;
a brief explanation of any local or cultural elements used, if applicable;
upload of the artwork file; and
confirmation of the required participant declaration.
As part of the submission form, participants must confirm that the artwork is original, created entirely by them and produced without the use of generative AI.
Participants below 18 years of age must also provide the full name and contact details of a parent or legal guardian and confirmation of their permission to enter.
A submission is complete only when the online form has been successfully submitted with all required information, declarations and files. Draft, incomplete or unsent forms will not be considered entries.
The link to the official submission form will be published through the Organiser's official communication channels. The Organiser may, but is not obliged to, contact participants to correct a minor omission or technical issue.
Participant Declaration
By submitting an entry, the participant declares and confirms that:
the entry is their own original work;
the artwork was conceived and created entirely by them;
no generative AI was used to generate or assist with any visual element or composition;
the artwork was not copied, traced or reproduced from another person's work;
the artwork does not infringe copyright, trademark, privacy or other rights;
the artwork addresses at least one approved cybersecurity topic;
the artwork has a recognisable connection to Hari Raya;
they have submitted only one entry;
they will retain the original artwork and supporting process evidence for verification;
they will provide reasonable verification materials when requested;
all information supplied with the entry is accurate and complete;
they have obtained permission from a parent or legal guardian if they are below 18 years of age; and
they accept these Terms and Conditions.
The participant also agrees that the Organiser may publish, display, reproduce and use the submitted artwork as set out in Section 20. If selected, the participant agrees that the artwork may be adapted and incorporated into Cyber Security Brunei's official Hari Raya 2027 packet design and may later be used on an accompanying card.
A false or misleading declaration may result in immediate disqualification or withdrawal of an award.
Competition Period
The Competition opens on 1 October 2026.
The submission deadline is 21 October 2026.
Entries received after the deadline may not be accepted. The Organiser is not responsible for submissions that are late, corrupted, incomplete, left in draft form, uploaded incorrectly or affected by an interruption to the participant's device or internet connection.
Participants are encouraged to submit early and retain a copy or screenshot of the submission confirmation.
Judging and Selection Process
The Competition will be conducted in two stages.
Stage One: Jury Evaluation
All eligible entries will be assessed by judges from Cyber Security Brunei using the criteria in Section 17. The judges will select three shortlisted artworks.
The judges will also select three consolation-prize recipients based on the criteria in Section 17. Consolation-prize recipients will not proceed to the public-voting stage unless their artwork is also selected as one of the three shortlisted artworks. An artwork selected for first, second or third place will not additionally receive a consolation prize.
Before confirming the shortlist or a consolation prize, the Organiser may request proof of originality, source files, progress evidence or presentation of the original artwork. An artwork will not be confirmed as a finalist or consolation-prize recipient until required verification has been completed to the Organiser's satisfaction.
Stage Two: Public Voting
The three shortlisted artworks will be published on Cyber Security Brunei's official Instagram account, @csb.gov.bn, for public voting from 24 October 2026 to 28 October 2026. Members of the public may vote by liking the official Instagram post for their preferred finalist. Likes on reposts or unofficial posts will not count.
The final ranking will be calculated using the following weighting:
CSB judges' assessment: 60%
Public voting through valid Instagram likes: 40%
The judges' assessment will be scored out of 100 using the criteria in Section 17. For public voting, the finalist with the highest number of valid Instagram likes will receive a public-voting score of 100. The other finalists' public-voting scores will be calculated proportionately against that highest valid-like total. Each finalist's overall score will then be calculated as follows:
Overall score = (Judges' score × 60%) + (Public-voting score × 40%)
Subject to validation of likes and final eligibility checks, the finalist with the highest overall score will be awarded first place, followed by the finalists with the second- and third-highest overall scores.
The first-place artwork will be selected for inclusion in Cyber Security Brunei's official Hari Raya 2027 packet design, subject to originality verification, technical suitability and the participant providing the required production files.
Judging Criteria
Eligible entries will be assessed as follows:
Cybersecurity Message (30%)
The artwork communicates a clear, accurate and meaningful message related to at least one approved digital-safety focus area. Where multiple focus areas are combined, they form a cohesive message that remains easy for the public to understand.
Creativity and Originality (25%)
The artwork demonstrates original thinking, authentic human creativity and a distinctive artistic interpretation.
Visual Appeal (20%)
The artwork is visually engaging, memorable and appropriate for the intended audience.
Suitability for Hari Raya Packet Design (15%)
The artwork has a recognisable Hari Raya connection, can be effectively incorporated into the packet design, and will remain clear and attractive when adapted and printed.
Local Artistic or Cultural Elements (10%)
The artwork meaningfully and respectfully reflects Bruneian identity, culture, art, community or festive inspiration.
Public Voting Rules
To promote fair voting:
only likes on the official finalist posts published by @csb.gov.bn will be counted;
only likes recorded during 24–28 October 2026 will be accepted;
participants may share the official voting post and invite others to vote;
participants must not purchase likes or use automated liking services;
fake accounts, bots, duplicate accounts and suspicious or coordinated manipulation are prohibited;
participants must not offer money, gifts, prizes, discounts or other incentives in exchange for likes; and
participants and their supporters must not interfere with or misrepresent another finalist's artwork or campaign.
The Organiser may review voting activity and disregard likes it reasonably considers invalid, automated, purchased or manipulated. It may request information needed to verify suspicious activity.
The Organiser's decision on the validity and final count of likes is final. If voting integrity is materially affected, the Organiser may extend, repeat or cancel the public-voting stage and will announce any resulting change to the selection process through its official Instagram account.
Prizes and Recognition
Prizes will be awarded as follows:
First Place: B$500
Second Place: B$350
Third Place: B$250
Three Consolation Prizes: B$100 each
Subject to verification and production requirements, the first-place artwork will be featured as part of Cyber Security Brunei's official Hari Raya 2027 packet design and may also be used for an accompanying printed Hari Raya card.
Additional recognition may include:
certificates;
artist features on the Organiser's social media platforms;
exhibition or public display of shortlisted artworks;
inclusion in official cybersecurity awareness materials; and
presentation of printed Hari Raya packets featuring the winning artwork.
The Organiser may substitute a prize with another item of reasonably equivalent value if necessary. Prizes are not transferable or exchangeable for cash unless the Organiser expressly states otherwise
Being selected does not mean that the participant will design the complete packet layout. The Organiser or its appointed designer will be responsible for final branding, layout and print preparation.
Copyright and Permission to Use Artwork
The participant remains the creator and copyright owner of their original artwork.
By submitting an entry, the participant grants the Organiser a non-exclusive, worldwide, royalty-free licence to:
receive, reproduce and store the artwork for administering and judging the Competition;
publish the artwork on social media, websites and other official channels;
display the artwork at events, exhibitions and presentations;
reproduce the artwork in reports, publications and cybersecurity awareness, educational or promotional materials;
resize, crop, reformat or make minor colour and layout adjustments for those purposes; and
publish the participant's name, artwork title and submitted description in connection with the Competition.
If the artwork is selected for the Hari Raya 2027 packet, the participant additionally grants the Organiser a non-exclusive, worldwide, royalty-free licence to:
incorporate the artwork into Cyber Security Brunei's official Hari Raya 2027 packet design;
reproduce, print, publish, display and distribute the packet in physical or digital form;
resize, crop, reposition, colour-correct or otherwise adapt the artwork for the packet format and production process;
combine the artwork with official branding, greetings, text, patterns and other design elements; and
use images of the completed packet in related awareness, educational, corporate and promotional materials.
The selected packet artwork may later be incorporated into the design of an accompanying printed or digital Hari Raya card. For that purpose, the Organiser may resize, crop, reposition or make other minor production adjustments to the artwork, while preserving its main artistic concept and visual identity. Participants are not required to submit a separate card design.
Eligible entries that are not selected for the packet or printed Hari Raya card may still be published and used digitally on the Organiser's social media, website and other official channels for Hari Raya, cybersecurity, online-safety and child online-protection messaging. Such use is subject to the general licence granted above and does not entitle a participant to an additional prize, fee or payment. Where reasonably practical, the Organiser will credit the participant.
The Organiser will preserve the main artistic concept and visual identity of the selected artwork when making production adaptations. Where reasonably practical, the Organiser will credit the participant when the artwork is displayed or published.
Any commercial use outside the Organiser's awareness, educational, corporate, promotional and Hari Raya activities should be agreed separately with the artist.
Prohibited Content
Entries must not contain:
offensive, discriminatory or hateful material;
sexually explicit content or graphic violence;
political campaigning or partisan content;
personal attacks or defamatory statements;
misleading or unsafe cybersecurity information;
another person's personal or confidential information;
unauthorised government, organisational or company logos;
copyrighted characters, illustrations, photographs or other protected material used without permission;
content that infringes intellectual property, privacy or publicity rights;
content that promotes illegal, dangerous or harmful activity; or
content that could reasonably harm the reputation of an individual or organisation.
The Organiser may reject any artwork it considers inappropriate for an all-ages public campaign or inconsistent with local culture, values, religion or community standards.
Disqualification and Withdrawal of Awards
An entry may be rejected or a participant disqualified if:
more than one artwork is submitted;
the artwork does not address at least one approved cybersecurity topic, or combines multiple topics in a way that makes the message materially unclear or misleading;
the artwork has no recognisable connection to Hari Raya;
the artwork is generated or materially assisted by AI;
the artwork is copied, traced, plagiarised or otherwise not original;
the participant cannot provide reasonable proof of originality;
the artwork infringes another person's rights;
false, misleading or incomplete information is provided;
the submission is late or materially incomplete;
the artwork contains prohibited or inappropriate content;
the entry does not comply with the technical specifications or these Terms and Conditions;
the participant attempts to manipulate public voting; or
the participant behaves in a way that materially undermines the fairness or reputation of the Competition.
Where possible and appropriate, the Organiser may allow a participant to correct a minor administrative or technical issue. It is not required to do so.
Disqualification may occur at any stage, including after shortlisting or announcement of results. If a winner or consolation-prize recipient is disqualified or, where applicable, cannot provide suitable production files, the Organiser may withdraw the prize and selection and offer them to another eligible participant.
Announcement and Contact with Finalists
Finalists and winners will be announced through Cyber Security Brunei's official social media accounts, including Instagram @csb.gov.bn. The Organiser may also contact finalists and winners directly using the details provided in their submissions.
Participants are responsible for providing accurate and active contact information.
Finalists or winners may be required to respond and provide verification or production files within a stated period. Failure to respond within that period may result in withdrawal of the shortlist position, prize or selection.
The completed Hari Raya 2027 packet design may be revealed separately after the winning artwork has been adapted and incorporated into the final production layout.
Changes, Postponement or Cancellation
The Organiser may, where reasonably necessary:
amend these Terms and Conditions;
extend or shorten the Competition or voting period;
change the judging, verification or voting arrangements;
change the number of finalists;
reject entries that do not meet the requirements;
postpone, suspend or cancel the Competition; or
decide not to use an artwork if no eligible entry is technically or creatively suitable for packet production.
Any significant change will be announced through the Organiser's official communication channels. Changes will not affect rights already granted to a participant without reasonable notice, except where necessary for legal, safety, integrity or production reasons.
Organiser's Decisions
All decisions made by the Organiser and appointed judges concerning eligibility, verification, judging, voting validity, disqualification, prizes and production suitability are final.
To the extent permitted by applicable requirements, the Organiser is not required to provide individual scores, detailed feedback or reasons for rejecting an entry.
If an issue is not expressly covered by these Terms and Conditions, the Organiser may decide the matter in a manner it considers fair and consistent with the objectives and integrity of the Competition.
